It describes regulatory mechanisms available to stationary sources of air pollution for limiting their potential to emit (PTE) of regulated air pollutants (i.e., limitations established by rules, general permits), in the contexts of programs approved pursuant to Clean Air Act (CAA) requirements for State Implementation Plans (SIPs) and CAA section 112. This guidance also describes associated regulatory requirements that such PTE-limiting mechanisms should meet.
