This proposed rule will change a system that has proven to work for over a century and the issues present in the concept of removing steering and braking from any vehicle will likely be evident within weeks of the changes being utilized, the evidence for this is in the performance of Automated Driving Systems thus far. Despite the improvement of automated driving systems, even one that functions perfectly will make mistakes and malfunction. Additionally, it will then become far more difficult to undo this change than it will be to implement it, as the attempt to undo this proposed rule will be going against those who are proposing this initial change.
My recommendation is to reject this proposed rule change along with any future proposed rules that appear to possess or contain any rules that possess the same or similar goals, those being to remove control of a vehicle from those inside of the vehicle
