Perhaps the FTA should focus on their own staffing issues and the fact they have no reasonable turn around time to the agencies they "serve" and they apparently can't understand how to use the newly implemented g-mail since they rarely respond to their emails. Instead, here we go putting more burden on the folks who actually provide service while bureaucrats sit in offices and pull strings. We are talking 16 months for simple NEPA reviews, more complex projects? 18 months for ANY type of movement from the FTA. So how about some public comment for the quality of service the agency provides because it is abysmal along with the rest of the embarrassment that is USDOT. Gutted staff just to turn around and hire contactors at probably two-three times the staff rate. Genius way to spend taxpayer money!
