I support the proposed amendment to 38 CFR part 21. When a veteran voluntarily requests to forgo, suspend, reduce, or terminate Veteran Readiness and Employment benefits, requiring VA to wait an additional 30 days creates an unnecessary administrative delay. Allowing VA to process the request promptly could also prevent duplicate benefits and accidental overpayments that may later create financial burdens for veterans.
At the same time, VA should ensure that each request is informed and properly documented. Veterans should receive prompt written confirmation explaining the effect of the change, their appeal rights, and how to correct a request made by mistake. VA should also provide consistent guidance to Vocational Rehabilitation Counselors so that veterans receive the same information regardless of how or where they submit their request.
In general, the proposed rule appropriately reduces unnecessary bureaucracy while preserving important procedural protections. I encourage VA to adopt the rule with clear documentation and communication requirements.
