In reading the summary I can see the logical sense for someone in VA Healthcare. However, many Veterans are not in VA Healthcare. For these Veterans how is this process going to work. If VR&E is not providing a pannel, who will the VA tap to provide input.
The default might be something such as "the Veteran must be under the care of someone medically." This may not be true, or the care might not include the type of medical professional that could provide real insight into what might be needed.
In such cases with VR&E fill the gap by providing someone knowledgable, not for care but for assistance in shaping a plan?
