I respectfully oppose the proposed changes to Employment Authorization Documents (EADs). Requiring applicants to prove an “economic necessity” to work or making employment authorization entirely discretionary would create unnecessary uncertainty for individuals who are lawfully present in the United States. The ability to work legally allows people to support themselves and their families, pay taxes, contribute to local communities, and reduce dependence on public assistance. Requiring a job offer from an employer enrolled in E-Verify before renewing an EAD would create significant barriers. Many individuals need a valid EAD in order to secure employment in the first place, making this requirement impractical and creating a harmful cycle where people cannot work because they lack an EAD and cannot obtain an EAD because they do not yet have a qualifying job offer. Expanding the grounds for denial or termination of employment authorization without clear and objective standards would increase uncertainty for workers, employers, and families. Predictable and transparent rules are essential for maintaining confidence in the immigration system. I respectfully urge USCIS to maintain fair, consistent, and objective eligibility standards for employment authorization and to avoid changes that would unnecessarily disrupt lawful employment and economic stability for individuals who are authorized to remain in the United States.
