Summary: A coalition of 19 organizations advocating for immigrant survivors of domestic violence, human trafficking, and other abuses opposes the proposed changes to Form AR-11. They argue that the expansion of the form to collect employment, education, and benefits information exceeds the form's original purpose, creates safety risks for survivors, and violates the Paperwork Reduction Act.
On behalf of 19 organizations that assist, uplift, and advocate on behalf of immigrant survivors of domestic violence, sexual assault, human trafficking, and other abuses, we submit this attached comment in response to the U.S. Citizenship and Immigration Service’s (USCIS) proposed changes to the Form AR-11 published in the Federal Register Notice on May 7, 2026
