Summary: The Berkeley Society of Friends (Quakers) opposes the proposed changes to Form AR-11, arguing that the new questions regarding employment, education, and public benefits exceed the form's purpose as a simple address update. They contend that the expansion will create a chilling effect on immigrant participation in vital programs, violate the Paperwork Reduction Act, and raise significant privacy concerns.

Pfirmann-Powell, Acting Deputy Chief U.S. Citizenship & Immigration Services, Office of Policy & Strategy Regulatory Coordination Division Re: OMB Control Number 1615-0007, USCIS-2008-0018. Comments in Response to: Agency Information Collection Activities; Reinstatement, With Change, of a Previously Approved Collection for Which Approval Has Expired: Alien Change of Address I am writing on behalf of the Berkeley Society of Friends (Quakers), through the Racial Justice Action Team of its Social and Environmental Action Committee, to express our strong opposition to the changes U.S. Citizenship & Immigration Services (USCIS) proposes to Form AR-11 in the Federal Register notice published May 7, 2026. Please see the attached comment letter concerning this proposed regulation change. The proposal should be withdrawn because it would exceed the limited purpose of the form, chill participation and reduce compliance, harm families, violate the Paperwork Reduction Act (PRA), and create serious unaddressed privacy implications.
