Filing a change of address is simply that: filing the address at which a person can receive mail. To the extent this rule requires the submission of additional information extraneous to a mailing address and also requires answering questions that require legal interpretation, it is ultra vires of the immigration and nationality act and an unwarranted invasion of privacy. An address change should be a 2-3 question form:
1) what is your name
2) what is your alien number if known or if not known, your date of birth
3) what is your current mailing address.
The proposed rule is wasteful, an abuse of discretion and not authorized by law. It is also a waste of government resources and the time estimate on the proposed rule is vastly underestimating the administrative burden this will impose and the personal burden imposed on individuals and their privacy.
