I am writing to you both as a citizen who appreciates the value of having immigrants living safely in our communities, and as an international educator for more than 30 years.
In my opinion, the additional questions proposed for Form AR-11 represent government over-reach and also are duplicative. What I mean to say is: Student visa holders and scholars are already HIGHLY tracked and their school of attendance is already in their record. Employment-based visa holders are also tied to particular workplaces. Social service agencies are presumably aware of which of their programs are only open to US citizens. The original purpose of Form AR-11 is to collect accurate address information so that you can effectively communicate with foreign nationals. To encourage maximum compliance with such updates, the form should remain straightforward with a focus just on that type of information. You can use existing means and information to forward your enforcement goals.
