Summary: The commenter argues that the proposed changes to Form AR-11 are illogical and will discourage non-citizens from updating their addresses. The purpose of Form AR-11 is to update the current address of non-US citizens residing in the United State, which the current edition of the form does without issue. The addition of requiring un-related information, such as receipt of public benefits and employment information is likely to scare off non-citizens from complying with the requirement to update their address with the government. Not only will the extraneous information not be collected, but the actually required address update information will also go uncollected as a result. The proposed check box options at the top of the page are incomprehensible to a lay person and almost no non-citizen will understand which box they should check. The proposed additions to this CHANGE OF ADDRESS form are illogical and will have the consequence of impeding the collection of required address update information for non-citizens.
