My name is Dr. Loretta Guillory, Founder and CEO of God's Asset Realty Inc. DBA Innovative Strategies Group, Management Consulting (NAICS 541611), 23221 Aldine Westfield Rd STE 720, Spring, TX 77373. I am actively preparing to apply to the SBA 8(a) Business Development Program and I submit this comment in strong opposition to key provisions of the proposed rule (Docket SBA-2026-0133 / RIN 3245-AI75). My full, detailed comment is attached as a Word document. I respectfully urge SBA to reconsider these provisions before issuing a final rule. As a Black woman entrepreneur, the 8(a) program is the most meaningful pathway I have to compete equitably in the federal marketplace. The proposed evidentiary standard is a serious, disproportionate burden that will deter qualified minority-owned firms, shrink the 8(a) pipeline, and undermine the program's core mission.
