PHMSA, this proposed change in Part 192.611(a)(1) to allow code complaint 4-hour pressure tests is a prudent update to the Code, if the length of pipe that can be included is defined in Part 192.505(d). What is a short section of pipe? Is it less than 40-feet of pipe with no more than 3 girth welds? What is a short section of pipe and how must it be inspected - open air where it can be fully inspected for leaks? The pressure test must meet the records compliance requirements of Part192.517.
