Comment from Northeast Gas Association

Summary: The Northeast Gas Association (NGA), representing natural gas distribution companies, supports the proposed safety regulations but advocates for a performance-based approach rather than a prescriptive one. They specifically request longer implementation timeframes, the inclusion of alternative risk-reduction measures, and the preservation of operator discretion in emergency response and maintenance procedures.
The Northeast Gas Association (NGA) respectfully submits the attached comments on behalf of our natural gas distribution company members for consideration by the Pipeline and Hazardous Materials Safety Administration (PHMSA or the Agency) concerning the Gas Pipeline Advisory Committee (GPAC or the Committee) meeting held to review and discuss PHMSA’s proposed rule, “Safety of Gas Distribution Pipelines” Notice of Proposed Rulemaking under Docket No. PHMSA-2021-0046.
