Summary: A federal employee and physician opposes the proposed NDA, arguing that its lack of clarity regarding what constitutes "confidential government information" could lead to aggressive self-censorship. They express concern that the rule could inadvertently restrict their ability to communicate with patients, as medical decisions are often influenced by government policies and procedures.
As a federal employee and physician, Question #2 demonstrates a lack of clarity that seems intentional so as to cause aggressive self-censorship. How will I know how my supervisor, at any level, will interpret any of my interactions with patients or public safety organizations in light of the NDA? All of the information I use to make shared medical decisions is influenced at some level by governmental information (policy, procedure, EO, statute, etc.). Therefore, everything I say or do with or to a patient falls under this unclear rule.
