I write as a federal employee working in public health directly with patients and community organizations, including fire, EMS, and law enforcement. In answer to Question #1, regarding the scope, the question demonstrates the danger of this proposed rule. I will need to consider every statement I make to individuals and organizations regarding public safety in light of the unclear scope of the NDA. This self-censorship will create endless inefficiencies and potentially cause both indirect and direct harm to the public.
