With so many higher-grade individuals taking the DRPs that weee offered, there are a number of lower grade individuals performing tasks that their much higher grade cohorts did. It is unfair to those who now have a year or more of experience working in a GS 13 role who are being paid as GS-11s to be looked over for promotion to the 13 when hiring is permitted again. They have the experience, just not the time in grade as 12s to move to a 13. This will cause another mass exodus when it comes time to fill the 13 position, if the rule does not change. Let those with experience move up if they deserve it. I am in favor of eliminating the 52 week TIG so we can transition qualified employees and keep the brain drain to a minimum. We need people who have real world experience in the job, regardless if they check the box for a pay grade’s time in grade.
