I fully support the proposed elimination of the Time-in-Grade (TIG) requirement as it has hindered career progression. I am currently a GS-6 at the VA, but have a Master's Degree in Healthcare Administration as well as 8+ years of administrative experience across large healthcare systems and the military. There have been numerous GS-9 postings that I have qualified for based on experience and education, but due to the TIG requirement, have been unable to apply for them. I believe a merit/performance based system would better serve federal employees across the board, and promote retention as well.
