Currently, incompetent employees frequently slip through the cracks, securing promotions without meeting core competencies or performance metrics solely by meeting the time in grade requirement, without consideration or an abided by process to evaluate personnel for competencies, and addressing low-performers from receiving promotions solely due to meeting time in grade.
Without the objective benchmark of Time-in-Grade, this lack of accountability will be severely exacerbated. Instead of bypassing safeguards, we must first overhaul our promotion process to ensure rigorous, merit-based evaluations. Eliminating this standard prematurely removes a vital layer of quality control, leading to systemic underperformance and severely damaging organizational integrity.
