The Asian Pacific Institute on Gender-Based Violence (API-GBV) urges OMB to withdraw or substantially revise the proposed rule. We respectfully submit our full comment in the attached PDF. API-GBV supports transparency and accountability in federal grantmaking, but the proposal would destabilize federal victim-services grants and conflict with statutes Congress enacted to protect victims — including VAWA, FVPSA, VOCA, and the TVPA.
