Summary: The Chief Scientific Officer of CorVus Biomedical, LLC opposes the proposed regulation because the broad definition of "Covered foreign country" would stifle international research collaborations. The commenter requests that the Office of Management and Budget exempt peaceful nations from these designations to allow for continued scientific advancement and economic contribution.
I am the Chief Scientific Officer of our for-profit company CorVus Biomedical, LLC and the non-profit CorVus Foundation, INC. Our mission is to translate research to cures for metabolic syndrome, diabetes, and their complications. We collaborate with scientists and clients from several countries (e.g. Canada, Denmark, Germany) in pursuit of our mission. Section § 200.220 “Prohibition of using Federal funds for covered foreign collaborations” would be stifling for our organizations. The definition of a “Covered foreign country” is very broad. It is my fear that the aggressive talk to Denmark regarding the U.S. “acquisition” of Greenland, making Canada a U.S. state, etc. may lead to national security and defense issues. The result could be the designation of these peaceful nations as covered foreign countries. I urge the Office of Management and Budget to exempt peaceful nations from the “Covered foreign country” designation, so that companies and foundations like ours will succeed by contributing to the U.S. economy and making America healthy.
