This will remove expert agency discretion.
This will increase agency power to terminate or pause grants.
This codifiess the First Amendment violation to include equal protection rights.
This reduces scientific integrity.
This increases compliance burden
This will make it hard for entities requiring for more reimbureable grants.
With a short time for implementtio, October 1, 2026 is an unrealistic date to start this proposed regulation.
This will increase administrative burden.
This will not allow for fixed amount subawards, new payment requirements, include policies for termination and suspension.
We request that the comment period be extended and that OMB hold public hearings and consultations for grantees.
