Summary: A researcher at MIT opposes the proposed regulations, arguing that they will hinder the efficiency and freedom required for international drug discovery research. I am a researcher at MIT working to discover new drugs for neurological disease treatment. I am writing to strongly oppose §200.340 and §200.220. With these changes I would be unable to conduct my research with the current efficiency and freedom that are required to accomplish anything in this quickly moving highly international field. Additionally §200.454 makes it impossible to interface with the best work happening around the world. If these changes are allowed to go into effect it will greatly hamper my ability to work, as well as me and my team's ability to produce the next generation of therapies that are so badly needed by patients. I request that §200.340 §200.220 and §200.454 not be finalized, and I urge OMB to withdraw this rule in its entirety. This rule and its accompanying changes will destroy my institution's, and our country's ability to advance technologically, and stay ahead of international competitors in key fields like drug development, defense and manufacturing. I cannot express my opposition to this proposed rule change strongly enough.
