Summary: Nicholas Furtado, a graduate researcher at the University of Southern California, opposes the proposed changes to 2 CFR Part 200. He argues that the regulations undermine scientific research, harm the United States' global competitiveness, and potentially violate the First Amendment by limiting public communication of science.
,My name is Nicholas Furtado, a United States Air Force Veteran (GWOT), current Graduate Student/Researcher at the University of Southern California, and as a concerned citizen. I am writing in opposition to Section 200.205, Section(s) 200.30-42, Section 200.206, Section 200.461, Section 200.432, Section 200.454, Section 200.450, Section 200.202(e), and Section 200.200 of the proposed changes to 2 CFR Part 200 (Docket OMB-2026-0034). I vehemently oppose all of these Sections as they undermine the very nature of science and research and will negatively impact the advancements we have made as a country and limit our scientific impact globally allowing our competitors to get a leg up and recruit scientific talent, thus draining the United States of America of one of our greatest assets – brilliant minds. Additionally, I firmly believe that some of these changes undermine the United States Constitution, specifically the First Amendment by limiting the public communication of the sciences. [ ]
