,I write to oppose all of the proposed changes to the federal grant process by OMB, and particularly sections 200.340-42, 200.461, and 200.202(e). While I cannot summarize my research into the interrelationship between programming languages and human languages in this comment, I can say that these changes would greatly hinder my ability to conduct my current work as a doctoral student and planned future work as a scholar. Specifically, 200.340-42 could be interpreted very broadly to disfavor examinations of the interrelationship between computing and culture. 200.461 would make the cost of publishing in many journals prohibitive for graduate students and hence negatively impact both our careers and the spread of knowledge.
