I write in opposition to the proposed rule on federal financial assistance. The federal grant review and funding systems have served the nation well for many years, stimulating valuable research and supporting projects of public interest and public need. Interposing political appointees in the review process is unscientific and will have a chilling effect of essential research. Likewise, moving to reimbursement-based funding will mean many important projects will fall by the wayside and many more will never be proposed due to exorbitant startup costs.
