Comment on OMB-2026-0034-0001

I am writing to oppose the proposed OMB Regulation on Financial Assistance (OMB-2026-0034). I am the Volunteer and President of a 501-c-3 non-profit which makes grants to organizations that prevent child abuse. The Kids First Fund has operated since 1999 on an all-volunteer basis and does not deduct overhead expenses, such as salaries, from the donations we receive. Neither to we incur expenses when making grants. I am deeply concerned that this proposal would allow political appointees to override expert review when making decisions about federal grants and could even allow grants to be canceled after they have already been awarded. Decisions about federal funding should be based on evidence, expertise, transparency, and the needs of our communities, not changing political priorities. I am also extremely concerned that this proposal could make it more difficult for programs serving communities with significant health and social needs to receive support. Federal funding should be awarded fairly based on merit and public need. I respectfully urge OMB to withdraw this proposal and preserve a transparent, merit-based grant review process.
