**Public Comment on OMB Proposed Revisions to Title 2 of the Code of Federal Regulations Implementing Executive Order 14332 – Improving Oversight of Federal Grantmaking**
The Christian Employers Alliance (CEA) appreciates the opportunity to submit comments in support of the Office of Management and Budget's proposed revisions to Title 2 of the Code of Federal Regulations implementing Executive Order 14332, "Improving Oversight of Federal Grantmaking".
Christian employers believe that public resources should be managed with integrity, transparency, accountability, and faithful stewardship. Taxpayer dollars should advance legitimate public purposes authorized by law not subsidize ideological advocacy, partisan political activity, or programs that conflict with the deeply held religious convictions of millions of Americans.
CEA supports the proposed reforms because they strengthen oversight, improve transparency, and reinforce accountability in the federal grantmaking process. In particular, CEA supports provisions that:
* Increase transparency and accountability throughout the federal grantmaking process.
* Prioritize objective, merit-based evaluation of grant applications.
* Ensure grantmaking decisions reflect the policy priorities established through our constitutional system of democratic accountability.
* Protect the religious liberty and equal participation of faith-based organizations competing for federal grants on the same terms as other qualified applicants.
* Prevent taxpayer funding from being used for activities that exceed statutory authority or advance partisan political advocacy.
Christian employers should never be placed at a competitive disadvantage because they operate according to their sincerely held religious convictions. A grantmaking system that is transparent, viewpoint-neutral, and open to qualified faith-based organizations strengthens both economic opportunity and religious freedom while ensuring taxpayer resources are administered fairly and responsibly.
The Christian Employers Alliance evaluates public policy through its Biblical Business Index (BBI), which measures legislation and government action against biblical principles of responsible stewardship, limited government, religious liberty, transparency, accountability, and equal treatment under the law. The proposed revisions advance these principles by strengthening oversight, promoting fiscal responsibility, protecting the equal participation of faith-based organizations, and ensuring that federal grantmaking is administered consistent with constitutional governance and the public interest.
CEA appreciates OMB's efforts to improve accountability, reinforce responsible stewardship of taxpayer resources, and preserve a federal grantmaking process that is transparent, merit-based, and respectful of religious liberty. We respectfully encourage OMB to finalize these proposed revisions.
