I posted a comment already under the Planetary Society, but my actual affiliation is with a different scientific society--Society of Vertebrate Paleontology.
This policy will undermine the standing of the United States in the sciences and technology. It undercuts decades of peer-review and the proper review and management of federal funding. The rate of misuse and errors is tiny compared to the achievements and the scientific careers that have been established or strengthened by the existing policies.
I urge OMB not to adopt these new policies, which will weaken scientific progress in the United States and harm the careers of many scientists, in many fields.
