I am a Professor of Pathology, Emeritus at the Albert Einstein College of Medicine. I have performed research for over 30 years on breast cancer and cell biology, receiving grants, publishing papers, training tens of graduate students and postdoctoral fellows.
The proposed change to 200.461 has the potential to severely damage US research and prosperity because if new research is not disseminated, progress will be stalled out. In addition, because promotion is so strongly dependent upon publication in highly ranked journals, the inability to pay publication costs will reduce publication rates and will arrest the careers of scientists and drive away graduate students. This will truly disadvantage American scientist compared to other countries.
For all of these reasons, the proposed changes to 200.461 should be retracted.
