My name is Angela Gardner I am a health and human services advocate and disability rights advocate.
I am concerned about the proposed rule to direct federal agencies to change the way federal funding grants will be distributed from language in legislation passed by Congress to appointees from the Executive Branch to decide how grants are awarded.
Many providers of health and human services programs rely on these funds to provide essential services for Americans across the country. By changing who makes the decisions, the funds could go to people that has relationships with the appointee like for example the reflecting pool at the Capitol that went to a donor of the president without competitive bids. As a result, the relecting pool renovation caused algae and peeling of the bottom of the pool that damaged it. There will be little oversight of taxpayer funds and put at risk funds going to fraud or friends of the appointees with no transparency.
