The Office of Management and Budget ,I am a postdoctoral researcher at Yale University on a Department of Energy funded project. This regulation would adversely affect my work and the work of many of my colleagues. Regulations proposed specifically in sections 200.202, 200.205, 200.220 and 200.300 allow for arbitrary cancellation of work that is funded through competitive and rigorous peer review. More specifically, I work on a project that includes global dataset synthesis of soil element data. According to section 200.220, this work could be defunded despite this being an important advancement for the field. I urge OMB to withdraw this proposed rule.
