I am a Professor of Developmental Biology
I am writing in my personal capacity to oppose the proposed revisions to sections 200.461 that would curtail the communication of scientific results.
I have published 33 peer-reviewed articles since 2020. I am considered a nationally recognized researcher in my flied, as judged by being asked to serve on NIH Advisory Councils and Boards of Scientific Counselors. My publication record is key to sharing my research with my peers and establishing a national and international reputation. All my publications contained research that was supported by the Federal Government.
It is impossible for scientists to predict exactly which papers they will publish over the five year life of an NIH grant. Scientists will therefore not be able to use NIH funds to publish the majority of scientific papers from their laboratories. Our department does not have separate funds to pay publication costs. This rule change will severely restrict the ability of faculty in my department to publish their work
