My name is Dr. Amy Brunt, and I'm a neonatologist. I'd like to comment on §200.340 of the proposed OMB rule. Passing this change allowing active grants to be terminated at any time for any reason would be detrimental to the research conducted at Texas A&M University. In Fiscal year 2026, the university received millions of dollars in funding; specifically 5.79 million from the Department of Health and Human Services. Allowing grants to be actively terminated would be detrimental to the research I conduct on babies and their families post NICU discharge. Many of my colleagues conduct valuable research aimed at helping the people of Texas - and going through this proposed change would stop the success we've already had in facilitating health in our community.
