I am writing in my personal capacity to oppose the proposed revisions to sections 200.202(e) and 200.220 that would restrict international scientific collaboration and isolate American scientists. I have had several highly productive collaborations with international researchers in Canada, Colombia, France, Japan, and China. These collaborations have yielded impactful scientific publications. Losing the ability to collaborate broadly with qualified international researchers could significantly slow my research. Overall, I have significant concerns that this rule could lead to substantial losses in American scientific productivity by being overly restrictive of international collaborations.
