Section 200.461: As a neuroscience researcher, my NIH-funded research findings cannot be disseminated without publication. Per NIH mandate, our publications are required to be available to the public, and this is how it should be--we owe the public the knowledge we produce. We cannot publish in open access, peer-reviewed journals without paying publication fees, and we cannot do so without the ability to use NIH funds for this purpose. Please reject this rule and keep US Science Open and Available to All.
