Imposing political guidelines, instead of strictly merit-based and scientifically rigorous ones, on the grant review process is the quickest and most direct way I can imagine ending the integrity and thus success of American science.
The partnership between federal institutions and higher-education has been the foundation of the large-scale, modern scientific institution led by the US in the latter half of the 20th century. This was not always the case, and it is not surprising that the US has led global innovation in the last several decades years. To arrange such a system was a wise political choice and required people like Vannevar Bush to lead the charge for its endorsement.
In this sense, I support the latest proposed regulations as a pursuit of self-immolation, and the foreseeable end of American dominance in technology, innovation, and science.
