As an academic researcher with four decades of professional experience in R1 universities, I am appalled that funding decisions might be made based on political criteria rather than on scientific merit as determined by expert peer reviewers. Rules like this one will turn many areas of science where the US was world-class into third-rate backwaters where superstition rather than evidence reigns.
