I am a scientist who serves as department head of Physics and professor of computational biophysics
I am writing in my personal capacity to oppose the proposed revisions to sections 200.202(e) and 200.220 that would restrict international scientific collaboration and isolate American scientists.
Changes to § 200.220 and § 200.202(e) will severely impede science and our department's research portfolio in general, and my research program in particular. I regularly collaborate with scientists in various continents that are subject matter experts with complementary expertise. This allows us to carry out cutting-edge research on important topics including cancer research, materials science development and quantum computing. a blanket restriction and "domestic first" restraint will kill research in the US
These restrictions will also prohibit us from finding and recruiting the best scientific talent around the world, which has cemented and ensured the US scientific and technogical preeminence
