Summary: A provider of federally funded services for people living with HIV opposes the proposed revisions because they increase funding uncertainty and administrative burdens. I respectfully oppose portions of the proposed revisions that would increase uncertainty in federal funding and expand administrative requirements for grant recipients.
As a provider of federally funded services for people living with HIV, we rely on stable and predictable funding to deliver housing assistance, emergency financial assistance, transportation, case management, and other supportive services that help clients remain engaged in medical care and achieve viral suppression. Increased authority to modify or terminate awards based on changing priorities could disrupt services, hinder long-term planning, and negatively impact client outcomes.
I am also concerned that additional monitoring, reporting, and compliance requirements may place further strain on community-based organizations. Resources devoted to increased administrative activities are resources that cannot be used to directly serve clients.
Federal grant programs are most effective when they provide stability, allow recipients to focus on service delivery, and support evidence-based interventions that improve health outcomes. I urge OMB to reconsider provisions that could increase funding uncertainty and administrative burden for organizations serving vulnerable populations.
