VeloxVFX LLC respectfully submits the attached public comment in response to the OCC’s June 24, 2026 rulemaking concerning Permitted Payment Stablecoin Issuer Anti-Money Laundering / Countering the Financing of Terrorism and Sanctions Compliance Risk Management. This comment is submitted from an independent, architecture-oriented public-record perspective. VeloxVFX LLC is not a permitted payment stablecoin issuer, bank, custodian, wallet provider, exchange, payment processor, money transmitter, AML/CFT operator, sanctions-screening provider, reporting service, settlement operator, or governmental entity. The attached comment responds to the OCC’s inquiry questions and respectfully recommends lifecycle-separated state representation for reserve-state traceability, redemption-access continuity, confidential supervisory information, OCC-FinCEN consultation, sanctions-related reviewability, non-duplicative supervision, and institutional-boundary clarity. VeloxVFX LLC also respectfully submits that private permitted payment stablecoins should not be treated as the sovereign continuation of the United States dollar itself. Any future sovereign digital-dollar continuity framework should exist only under the authority of the United States, subject to public law, public accountability, agency-defined reporting obligations, and governmental control. Any reference in the attached comment to U.S. Patent Application No. 19/572,075 is included only as a public-record conceptual architecture reference and is not a request for agency adoption, approval, procurement, endorsement, implementation, testing, piloting, or operational integration.
