As a PhD student who believes in the might of the American research engine, I believe that this entire GFA should be rescinded as it is detrimental to American science. This change is made in the wake of the proposed OMB rule change, which has not been finalized and is subject to further litigation. NSF should not create further bureaucratic hurdles by prematurely enacting a change. Furthermore, if this regulation aligns with the OMB’s new rule, the NSF would be specifically taking action to undermine the mandate given to them by Congress to protect the national interest. If NSF plans to use political appointees instead of established peer review for grant making decisions, they must provide the public evidenced reasoning as I can only predict, as an expert, that these actions will directly sabotage the NSF’s ability to conduct its lawfully required duties, putting it in a treasonous status with the courts and with Congress. American scientists want to advance American science, and this rule change will actively impede that. I will not stand for anti-Americans to sabotage the USA’s research engine, and subsequently wholeheartedly request the NSF to completely rescind this change.
