As an NSF grantee and grant reviewer, I vociferously oppose this change. It would minimize the incredibly collaborative and in-depth peer review process that even exceeds that of publication. Also, the very act of writing it before the proposed federal rule comments are even analyzed goes entirely against the democratic process of these United States. Implementing a time like this world make our world class scientific research enterprise a laughingstock and frankly irrelevant in the eyes of the rest of the world. Science is not partisan and therefore should not be subjected to whims of one party but instead designed to serve all people of the country and the world.
