I recommend to not allow any discretion to better protect the environment and living organisms. We see the corruption in the trump and republican administrations and it harms American citizens both physically and financially. American taxpayers are fed up with deregulations which cost them more in mitiating clean up leaks, spills, explosions, disasters and healthcare from exposure.
There are good reasons why regulations rules ad laws were enacted, but corrupt right wing politicians do not care about anything except kick backs, bribes, fraud, emoluments, insider trading, and holding onto power so as not to be prosecuted.
