The Health Physics Society (HPS) appreciates the opportunity to comment on the U.S. Nuclear Regulatory Commission's (NRC) proposed rule, Modernizing NRC Regulations for Byproduct Material Use (91 FR 28916; May 18, 2026). The HPS is a nonprofit scientific and professional organization whose members specialize in radiation safety and protection. The comments attached were developed by the HPS Medical Health Physics Section and address the proposed Standard General License (SGL) for Certain Medical Uses at 10 CFR 31.16. The HPS offers these comments in the interest of a clear, consistent, and safety-based licensing framework for the diagnostic medical use of byproduct material. Please see the attached file.
