Summary: The Nuclear Information and Resource Service is submitting a comment on behalf of the Connecticut Department of Energy and Environmental Protection. They are requesting a 45-day extension of the public comment period due to the complexity of the proposed rule and the volume of regulatory changes being rolled out by the NRC.
The Nuclear Information and Resource Service hereby adopts and incorporates by reference the comments submitted by the Connecticut Department of Energy and Environmental Protection (DEEP), including DEEP's request for a 45-day extension of the public comment period because of the extensive range of regulatory topics it encompasses and the far-reaching operational and policy implications of the proposed rule. In addition, we note that the licensing procedures; manufacturing, deployment, and operational models for applicable reactors; and environmental and public health and safety impacts raise so many new and novel scenarios that a mere 45-day comment period is insufficient, especially, as DEEP notes, considering the volume of rule changes NRC is rolling out in a highly-compressed period of time, per the agency's "Wholesale Revision of Regulations Under Executive Order 14300."
