I have noticed over the 20 + years of living in the area that often the commerical gulf fishing vessels return to dock at very early morning hours in the dark so to go unnoticed at times when you often do not see any state or federal fish and game/other officers working. If a vessel makes it back to the dock with the catch it's easy for them to continue fishing and not doing any or full reporting as needed or required.
