Summary: The commenter supports the proposed action of providing Endangered Species Act (ESA) protection to tope sharks. I'm disappointed with the distinction to protect some tope sharks while others supposedly do not qualify to be protected under the ESA. This is a highly migratory species by your own definition that does not know borders or boundaries and sharks of course are known to travel long distances. So I don't understand how deciphering between certain "distinct populations" is really relevant. I urge NOAA to listen to science and if they urge ESA protection of tope sharks across the board, then I believe that is what should be instituted.
