Our contribution emphasizes the necessity of incorporating "Security-by-Design" and all-domain situational awareness into the early conceptual phases of marine nuclear propulsion. Specifically, we address the requirement for standardized detection and reporting protocols for unconventional maritime and aerial hazards (UAP/USO).
In alignment with MARAD’s "System-First" principles, our submission argues that reducing governance uncertainty surrounding these phenomena is a prerequisite for the commercial maturation of insurance frameworks and port acceptance regimes. We have provided three actionable next steps to support the stabilization of the maritime "operating system."
