Donor Advised Funds should be required to distribute 5-10% of their assets every year. DAF's should not be a place for the rich to park funds for decades. This is one of the greatest sources of private investment in our country. Please make sure that DAF's, like private foundations, have minimum requirements for disbursement of funds that is meaningful and beneficial.
